Your motherboard doesn’t support AMD CPU, which mean if you buy the AMD X4 and try to insert it to the board, it will break. So I recommend these board if you want to keep the AMD cpu:

Also, I see that you are trying to build a gaming PC, so instead of a GTS 450, I think a HD5770/HD6770 will be better, the price is almost the same but you will get more power.
For the second question, I think you want to ask power consumption? For your system, a 500-600W power supply is enough. If you want to make sure, 650W is the most you should buy. When choosing a PSU, you must check the power efficiency, only buy ones have “80 Plus” certified, like this:

That is very important, it will tell how much real power the PSU can give, a 1000W sometimes can only offer 600W if they don’t have the certification.
